What this workflow does

• Determines “no notice” vs “regulated”:
  • If not regulated, it logs the decision in Google Sheets and emails the contractor that no state notification is required.
  • If regulated, it drafts a formal NESHAP notification letter (including threshold rationale) for compliance review.
• Routes approval with Gmail: emails the draft to a compliance officer and waits for an approve or send-back-for-revision decision.
• Submits and records results: on approval, submits the notification to the state e-notification API, logs submission to Google Sheets, and emails confirmation to the contractor.
