What this workflow does

• Runs on schedule (every 30 minutes) or can be triggered for manual testing to start a health check.
• Fetches signals from multiple systems: open tasks from ClickUp, open pull requests and GitHub Actions runs from GitHub, plus security findings and production monitoring metrics from your provided HTTP endpoints (security scanner API + APM/monitoring API).
• Calculates per-pillar scores for: Delivery, Code, CI/CD, Security, and Production, then produces an overall Engineering Health Score (0–100) with a summary message.
• Correlates cross-system risk patterns (e.g., overdue work tied to failing CI, or critical security findings alongside elevated production errors) and counts correlated issues.
• Routes results by severity: sends a WhatsApp critical alert, sends a WhatsApp degraded notice, or logs when healthy.
• For critical alerts: waits for acknowledgement via a resume webhook, reminds until acknowledged, applies a recovery grace period, re-fetches monitoring signals, recomputes the score, and either escalates or confirms recovery on WhatsApp.
