What this workflow does

• Schedules and on-demand runs: Executes every Monday at 7:00 AM America/Chicago (or you can start it manually).
• Defines a reporting window: Calculates the last 14 fully completed UTC dates ending yesterday to determine the date range.
• Fetches permit change records: Calls the Apify API to run the Record Foundry Austin commercial use-change actor and retrieves report items for that date range.
• Validates and flattens results: Validates the returned structure and dates, then flattens each permit’s described use transitions into single-row fields (including previous uses, planned uses, and evidence quotes).
